25 Year-old gardinia has scale-like pest on underside of leaves and on tender shoots that produces sticky substance on leaves and surrounding surfaces. Scales are brown halfmoon shaped. Dry to touch. Isotox is not helping. What might help?

There are several types of scale (and other insects) that may attack gardenias. Since this is such a special plant, I would suggest contacting your local County Extension (652-3370) for a precise identification of the pest and suggested controls for it.
