Confederate rose (Hibiscus mutabilis) is fairly cold hardy but occasionally can be damaged during an unusually cold winter spell. For this reason it is best to wait until late winter, just prior to onsest of spring growth, to prune one. At that time you can assess if there is any damage and prune it back to healthy wood. During one of those extremely cold winters, this may mean pruning it to the ground. But don't worry. The plant will send up new shoots from the ground in spring.
