What can I do to stop briars & sumac from growing among the grapes? It is a constant battle to keep them out of the arbor area.

You may find that a variety of methods are called for to win this battle depending on the size of the area. You could try smothering them by trimming them off at the ground and then mulching with heavy cardboard topped with a thick layer of mulch kept on year round. You might try repeatedly and frequently cutting or mowing them off very short to eventually exhaust their roots, or you might try applying an herbicide containing glyphosate being very careful to follow the label instructions, application method, timing and dilution rate for controlling brush such as this.
