Primrose seedlings should do well in a general purpose mix (approximately half milled sphagnum peat moss and half vermiculite) kept evenly moist yet not quite waterlogged; since the moisture is so critical you might add a water holding polymer as a precaution as well. If they are just small seedlings, make sure you are not moving them up to too large a pot too soon. Incidentally they prefer cool and somewhat humid conditions so be careful not to keep them too warm.
