Tulip fire is Botrytis tulipae, a highly infectious fungal disease. Affected plants should be removed from the garden, followed by a soil pasteurization treatment to prevent the spread of the fungal spores. Rainy springs, or overhead watering, can put healthy plants in jeopardy, so be careful of your watering practices.

I can find no chemical controls registered for Botrytis in tulips, so good garden sanitation and correct cultural practices seem to be your only hope for control.
