I have started seedlings inside. I know the grow lights need to be on for 16 hours a day. Is there a time when the lights could be on less time per day before starting to hardening off the plants.

You can run the lights between 14 and 16 hours a day, but since real sunshine is so much stronger than the lights it is important to keep the lighting going up until you begin to harden them off. To harden them off or condition them you can use a cold frame, or set them in a very sheltered location and gradually move them into sunlight for a longer period each day, beginning with gentle morning sun.
