Convolvulus Seed Starting - Knowledgebase Question

I purchased Blue Enchantment Convolvulus and am wondering if I must score or soak the seeds for better germination. Also, when is an optimal time in Houston to plant these and what soil requirements and fertilizers are needed?

For best germination, chip seeds or soak in warm water for 24 hours before sowing. Seeds sprout best when trays or pots are kept at 70F-80F. Convolvulus prefer warm air and soil temperatures and you can place your transplants in the garden when nighttime temperatures remain above 50F. Morning glories thrive in full sun, in average, well-draining soils. These plants tolerate considerable neglect and don't require regular applications of fertilizer. You can use an all-purpose garden fertilizer such as a 10-10-10, applying in early summer to promote growth in your morning glory plants.
