I have several 30 gallon garbage bags of shavings from pressure treated wood. Would it be all right to use this material as mulch on flowerbeds?

No. Whenever you work with pressure-treated wood, you should wear a dust mask, and any scrap--including shavings--should go to the landfill.

Also, part of the benefit of non-treated mulch is that it breaks down over time, which helps to build up the organic matter levels in the soil.
