It is April 1st here. Is it too early to remove the leaves and pine boughs, etc that are covering my raised beds? They are full of perennials and bulbs in their second year.I am seeing plenty of green growth already and am anxious to see more

Based on your question I am guessing that the mulching materials have been layered over top of the crowns of the plants. Usually it is a good idea to start thinning and removing the mulch as soon as the weather moderates so that the plants do not suffer from lack of sunlight. Since the plants have been so protected, you will need to remove the covering in stages over the course of about a week so as not to shock them or sunburn them. Most bulbs and perennials are actually very cold tolerant, but you might also keep a little bit of the material handy to cover them should there be a severe freeze or surprise cold snap one night.
