What is the difference between a Japanese weeping cherry and a weeping cherry tree?

Technically, a "Japanese Flowering Cherry" would be Prunus serrulata, and a weeping cherry might be a form of that, or it might not. Most of the ornamental cherry trees are one variety or another of P. serrulata.
