What kind of plant is this? - Knowledgebase Question

From a big bush about 6 feet tall that grows all over my area of southern California most of the plant are these leaves along with clusters of small yellow buds. The sap is very strong smelling and im just wondering if it's safe to make an oil out of

Its hard to make any identification from 1 leaf plus part of a second. Take some photos of the entire plant with close ups of the leaves (still on the plant) and branch structure. Seeds or flower remnants will also help.
