Its a Casterbean Plant - Ricinus communis. Very poisonous but gorgeous.

I also agree, that's a beautiful Castor Bean plant (Ricinus communis). All parts of the plant are highly toxic, especially the seeds so be extremely cautious with this plant around children and animals.
