I have started an indoor garden with some pepper plants and herbs. I am having a problem with gnats, How can I controll them and get rid of them?

I suspect what you are seeing is fungus gnats which generally occur when the potting soil surface is kept overly moist. To break their life cycle, allow the top of the soil to dry out a bit between waterings, and/or put about a half inch of sand or grit over the top of the soil. This layer will dry out quickly and discourage them from breeding. They should then disappear within several weeks. Alternatively, you might try a soil drench of Bt called Gnatrol.
