The most common reasons for peonies to fail to bloom include insufficient light (they do best in full sun all day long), immaturity or recent planting (it may take several years for them to settle in and bloom well) or having been planted so that their eyes or growth buds are too deep, meaning more than about two inches below the soil surface.
