I have a 60-foot-tall weeping birch in my front yard. I'd like to top it and take it down to about 30 ft. Will this damage or kill the tree?

Topping is not recommended for trees for a number of reasons, including that it destroys their natural structure and shape, as well as their normal weight bearing capacity for future growth. It also leaves large wounds which provide an easy entry point for insects and disease. It will certainly damage the tree and may contribute to its early death. You might want to consult with an arborist to see if there are any other options to meet your needs.
