I have an existing flower bed that I already planted I went heavey mulch on areas where no bushes and flowers are and I'm still getting weeds growing through the mulch I would like to know if there is a chemical that I can spray that will not hurt my plants but will kill the grass/weeds. I was told of a certain chemical that I have to go to coop to get but I forget the name can you add some insight to this

You can use an herbicide containing glyphosate to control weeds including those that are perennial or persistent weeds, however it is nonselective and will damage your desirable plants, too. Since you are already mulching, you might try adding a layer of about six sheets of newspaper or some cardboard beneath the mulch to exclude light and further inhibit the weeds instead. If there is a problem with weeds germinating in the mulch, a light raking to disturb the seedlings and seeds should stop them, as will adding a new thin layer of mulch periodically.
