How do I plant and ensure growth of my English lavender seeds in Manila, Philippines?

Lavender, or Lavendula seeds, require a pre-chill treatment prior to germination. Mix the seeds with moistened growing medium, place in a plastic bag, and refrigerate for 4-6 weeks. Then remove the seeds and sow on the surface of moistened peatmoss, barely covering with additional peat. Place plastic wrap over the trays or pots to help hold in moisture. Seeds will germinate in 21-90 days when kept at 55F-65F degrees. As soon as seedlings appear remove the plastic wrap and place the plants under a source of light.
