Are morning glories annuals or perennials? Will a new plant come up from the seeds from last year? If the roots are in the shade and the vine in the sun, will it bloom better?

Morning glories can be either annual or perennial, depending on type and your gardening zone. In your region I suspect they'll be perennial plants. Annual types often reseed themselves and appear year after year. There are both dwarf and climbing types, with flower colors of red, white, blue or rose. All morning glories prefer full sunshine and bloom most abundantly when provided with moist soil and lots of direct sunshine.
