When do I harvest peony seeds for planting.

You would need to wait until they are fully mature and dried, but I would not recommend trying to grow peonies from seed. Peonies are normally deadheaded to help the plants rebuild their strength to bloom the following year, and to keep them looking tidy. They are normally propagated by division, rather than by seed. Division yields a larger, blooming size plant much faster than growing them from seed, and ensures that the new plant produces blooms as pretty as those on the parent plant.
