Ailing Emerald Gaiety Euonymus - Knowledgebase Question

While caring for a neighbors garden I noticed a white substance on the emerald gaiety euonymus. The white stuff is all over the stems and branches and the main body of the shrub doesn't look good. There is new growth along the ground that looks healthy. I've never had one of these myself, so I don't know anything about it. I'd like to identify the problem and do what I can to help it recuperate. Thank you!

Based on your description it sounds like the plant is infested with scale. This can be treated with horticultural oil according to the label instructions for eunonymous. Be sure to treat all surfaces of the leaves and stems of the plant.
