Non-flowering Old Growth Bell Flowers - Knowledgebase Question

My bell flowers seem to grow out and only bloom on the edges. If I transplant the old growth, will it flower again? Is this the standard growth/flower pattern for these flowers?

Many plants will develop a tough almost woody center as they age. This section of the plant will not bloom as well as the newer more vigorous outer edges of the plant. Usually, regular division is employed to keep vigorous plants in the garden. Take divisions from the younger portions of the plant and discard the old, nonperforming center.
