Philadelphia is considered a warm zone 6 to cool zone 7, depending on your microclimate and exposure. Here is a link (below) to the USDA winter hardiness zone map and an explanation of what it means. You will be able to compare surrounding states with your own location, but do remember that additional factors such as soil and microclimate are also important to plant hardiness.
