When is the best time to plant cannas and peonies?

Bare root peonies are traditionally planted in the fall. Container grown peonies can be planted any time the soil is workable. This is a hardy plant.

Cannas are not winter hardy in norther areas and so are planted in the spring when the soil is warm. They are dug up each fall for storage under cool conditions (about 45 degrees) all winter, then replanted the next spring.
