I am conditioning a bulb bed. Must I physically remove each weed, or will using a hoe to turn the soil kill the weeds.

It depends somewhat on the type of weed and the stage it's in. If they've gone to seed, definately remove them. One reason weeds are so tenacious is that they produce zillions of seeds that lay in wait to sprout again. If you have perennial weeds that spread by underground runners, such as Bermuda grass, you need to remove all of that, because the tiniest bit can sprout and spread. If you have annual weeds that are just green foliage, and haven't gone to seed, you can just hoe them down. Finally, after you have planted your bed, a layer of mulch will help condition the soil and reduce weed germination. Good luck!
