Most gardeners direct seed peas in the garden because they can be a bit touchy about transplanting. To speed things up, they may pregerminate them immediately prior to planting by wrapping them in a damp paper towel and a bit of plastic wrap until they swell and are just ready to grow -- this might take overnight or so. Doing this also avoids the issue of needing to harden off the seedlings and saves room in the seed starting area. But if you were determined to grow transplants, I would say no larger than five or six inches.
