I live in Pittsburgh, PA. I ave wild morning glories that come up each year and cover my shrubs, planting beds, and generally take over. I have found that if any part of the roo is left in the ground, these plants will come back. Is there anything I can spray on the leaves, to get rid of these once and for all?

This is a very difficult weed to eradicate, even with repeated pulling. You might try applications of an herbicide containing glyphosate according to the label instructions, keeping in mind that even with the herbicide it may be necessary to repeat the treatment. Good luck with the fight!
