Your directions state start seeds outdoors. What exactly does that mean? Does it mean that if you start them indoors that you will not be able to transplant them outdoors ?

It is a bit difficult to answer without knowing which plant you are trying to grow. However, some plants simply do not transplant well and are better started by directly planting the seed in the soil outside. Perhaps you have one of these. I'm sorry I can't be more specific.
