I want to plant only fragrant flowers. The plants would be on North side of house. I love lots of color. Are herbs more fragrant than most flowers?

Herb foliage can be very fragrant, although flowers are not always so. Rosemary, sage, scented geranium, and lavender are all strongly fragrant. However, herbs need at least 6-8 hours of full sun, as do many flowers. Will your northern exposure receive that? Burpee sells nicotiana and sweet pea annuals. Lily of the Valley is fragrant (although you have to bend down!) and it would thrive in a shady spot with rich moist soil.
