Tomatoes need full sun in the garden and so they need ample light indoors, too. It is difficult to produce top quality seedlings indoors. You might try an ordinary fluorescent shop light fixture fitted with a "warm" color bulb and a "cool" color bulb and keep the leaves only an inch or two below the lights.
