Pine trees are difficult to garden under because they rob the soil of nutrients and moisture and block light and rain from reaching the ground. The soil beneath them is uusually poor and growing conditions are tough. You might be able to grow a groundcover such as English ivy (Hedera helix) and then for interest and color try a large container or two (such as half barrels) of shade tolerant annuals such as impatiens or fibrous rooted begonias. Some gardeners also have luck with early blooming spring bulbs such as daffodils and crocus. It can also be a pleasant spot for a bench.
