what ornamental grass is hardy for this area? we have tried several without success. we would like one that grows about 5' to 6' tall and one that spreads over time.

There are a number of ornamental grasses that should be hardy for you if you can provide them with their preferred growing conditions. The following article discusses grasses and how to grow them, and at the end there is a chart showing attributes of different types and their hardiness zones. You might use that as a reference in deciding what to try and in possibly troubleshooting what went wrong with the ones you have already tried.
