Can I cultivate the purple cone flower (Echinacea Purpurea)
down here in south Florida, and if so where can I purchase the seeds and or plants?

Echinacea needs a cold winter period of domrnacy to consistently grow back each year as a perennial. I don't think south Florida will provide this cool period. Echinacea is normally rated to zone 9 and south Florida is zone 10. You probably can grow it as an annual, but I wouln't count on its return each year. Burpee sells plants. Give them a call at 800-888-1447.
