If I buy daffodil bulbs that have green leaf coming from the bulb...will they bloom this year?

It is always risky to try planting daffodil bulbs in the spring. They are living things and do not store well for long periods, which is why they should be planted the fall of the same year they were dug. In order to grow and bloom well they require a certain period of chilling, plus time to root. You could plant them and see what happens, but do not expect the same quality of result as you would get from a correctly timed fall planting -- meaning last year.
