how many transplants do i need to put in a hanging basket
for my annuals

The answer depends on what kind of plant it is and how impatient you are for that "full" look. Plants are placed quite close together in the hanging baskets, much closer than they would be in the garden. It also depends what size transplants you are using. Three mature pansies would fill a basket, but five small transplants would probably be needed to make it look nice early in the season.
