Unfortunately, there do not seem to be specific plants that would do this. Cats can be a real pest. You could try the commercially formulated repellant sprays on the boxes, or a home made one based on garlic or redpepper. Sometimes sprinkling thorny branches among the plants helps. Some gardeners report success using a layer of wire mesh on the soil surface, or by changing to a different mulch, to make the area less attractive to the cats. If they are your own cats, you could keep them inside. If they are not your cats, you could talk to their owners about the dangers to cats outside, or you could check in with the animal control officials. In the meantime, you should probably wear gloves when handling the soil.
