Can I plant potatoes by laying them on top of the ground and covering them with hay. How much hay should I use to cover them?

Yes, you can plant potatoes just like you mentioned. It's a handy way to simplify the task of hilling. Cultivate the soil and lay the seed potatoes on top. Then cover them with about six inches of hay. When the sprouts grow out of the top of the hay layer, add another six inches of hay. Harvesting is simplified as well: just sift through the hay for the tubers.
