I have a Rose of Sharon that I planted about two years
ago and it has never bloomed. It gets morning sun and
late evening sun. It looks healthy and grows good.
Why do you suppose it does not bloom?

The two most common reasons for lack of bloom are too little sunlight (it prefers all day sun) and pruning at the wrong time. This shrub can be pruned in late fall or winter or very early spring but not during the main growing season. The reason for this is it blooms on wood grown during the current season. Finally, more mature plants will bloom more heavily than younger plants. Maybe you will have a display this year.
