How to cut and divide a tropical plant. It is getting quite leggy and I want to cut that part off and start a new plant from it.

Unfortunately, without knowing what kind of plant it is, it is very difficult to make a specific suggestion. Some plants can be layered by bending a stem down to soil level in a U shape, then covering the bottom of the U with soil. Leave several inches of the tip of the stem above ground. Over time it will form roots and can eventually be separated from the mother plant. Sometimes it needs to be weighted down with a rock or held down with pins.
