Seed tape is a long strip of narrow, paper-type material with seeds stuck on it or imbedded into it. You stretch the roll of paper out along the row to plant the seeds. It is very handy if, for instance, you are a gardener who has trouble bending to plant seeds or if you want the seeds quite precisely spaced in the row.
