Should I remove mulch from the soil so the baby strawbery plants growing on runners from the main plant can root?

If you have mulched with several inches of straw, it will be difficult for the baby plants to root, so it makes sense to push the mulch to the side to give them access to the soil. I wouldn't remove all of the mulch, because it's very important for moisture retention and weed prevention. If you have fine-textured organic mulch, the runners will root into it. Once the young plants take root, you can cut the runner and transplant them elsewhere.
