I have two wisteria trees and planted them both the same way. One is flowering and one is not. The non flowering wisteria is growing like a weed, but has never flowered.

Wisteria can take up to 20 years to come into flower, depending on the individual plant. Seed grown plants can vary widely in this regard. Unfortunately, there is not much the gardener can do to encourage it to bloom before its time apart from making sure it is planted in full sun and receives adequate nutrients without being oversupplied with nitrogen. Since one of your plants is blooming, cultural conditions would not seem to be a delaying factor in this case. Maybe next year!
