What do you do if you think you have over fertilized your dogwood tree? I used a fertilizer with that was 10-10-8 and my leaves on my dogwood are turning brown. Is there anything I can do?

That isn't a really strong concentration, so unless you used alot of it, it would be difficult to burn the plant. However, you can apply water slowly and deeply to leach excess fertilizer past the root zone. Another good practice for granular fertilizers is to water the day before and immediately after to moisten soil. This helps reduce the chance of burn.
