Kwanzan cherry trees that are true to name should flower and then, assuming weather conditions are favorable, will bear very small fruit that is attractive to birds. If grown in a marginally colder zone outside its hardiness range the tree might manage to survive but not flower and it is also conceivable that late frosts could damage buds and.or fruit. Very young trees will also flower sparsely. I hope this answers your question.
