Can annuals seeds be started outdoors after the late frost is over?

Many types of annuals can be started outdoors successfully right around the last expected frost date. Use the seed packet as a guide for the timing since some require a warm soil to germinate (such as cosmos) and others (such as sweet peas)needed to be planted earlier in the season.
