I'm going to venture a guess that you're trying to keep corn earworms from invading your ears of corn. If this is the case, a drop of oil at the base of the silks and the beginning of the husks will prevent the worms from wiggling down and feeding on the kernels. I'm afraid if you spray the silks there will be only a light coating of oil on the silks rather than a concentrated drop at the entrance of the ear. If you fully saturate the silks with oil they may may burn when sunlight heats the oily surface. You may also arrest the process of pollination and end up with fewer kernels on the cobs. I think you'll have better results if you correctly place drops of oil on each ear.
