Is Sweet Annie an annual or a perennial?

Sweet Annie (Artemesia annua) is an annual, but since it readily returns each year from the seed it drops, it may seem to be perennial. Many gardeners grow it to use as a dried flower, thus harvesting all the blossoms, eliminating the plant's ability to self-sow, and have to replant seed each year. But if you leave some seed heads to drop their seed, you probably won't need to replant in spring.
