When I visited the nursery at Bonafonte Gardens last summer there was a Bougainvillea hybrid that looked like a bush. It had long stems of flowers (I think). I can't seem to find this item on your website and I know that it was a Monrovia plant.

Most bougainvilleas are tall growing vines, but 'Purple Queen' is a compact grower that will form a mound 1 1/2 ft. tall and 6-8 feet wide. 'Oo-La-La' is another compact, dwarf form, good for cascading over walls, hanging from baskets, or as a ground cover. It grows about 18" tall and 6-8' wide. Both are offered by Monrovia and your local nursery should be able to order one or both for you. Hope this information is helpful.
