what is the plant or grass called that is green with long plumes in the summer, and in the winter,it looks like tall wheat and the plumes and stems turn brownish-tan. this plant grows to be about 4 to 6 ft. tall. the plumes look like feathers.

This description would fit the ornamental grasses such as Maiden Grass or Eulalia Grass, the Latin name for which is Miscanthus sinensis. There are numerous varieties available on the market but one of the most commonly seen in that size range is called "Morning Light".
