Passiflora climbs by attaching tendrils to a support. It may have difficulty attaching to a cinder block wall at first, but as additional vines grow they will attach to one another. I'd place some plastic coated string or wires along the wall for the tendrils to twine around, just to get it off to a good start. Lean the plant toward the wall and gently tie the largest stems to the wire supports so it will begin growing in the right direction.
