What do I do to crrect winter damage to oleander bushes?

You just have to prune it out. In most cases it is best to prune a severely damaged cane back to near the ground line rather that to stub it off somewhere up the case. However if only parts of the ends are damaged a lighter pruning on such a cane is okay. Don't worry about pruning an oleander heavily. It will resprout with lots of new growth.
